The liftoff took place at 7:39 a.m. local time from the west coast launch pad in the hamlet of Tongchang-ri, South Korea’s Joint Chiefs of Staff in Seoul said.

NORAD said in a statement that it identified the device as a Taepo Dong-2 missile. The rocket’s first stage tumbled into the Yellow Sea 165 kilometres west of Seoul and the other two stages “were assessed to have failed.”
